Gender pay gap reporting proposals, are they gesture politics?

It’s interesting that, whatever their belief about the causes of the gender pay gap, respondents to the current consultation gender pay gap reporting consider that the proposals don’t go far enough.  See, for example, Alison Wolf, Audrey Williams, Fawcett, TUC  

This presents the Government Equalities Office with quite a challenge. Will the proposals be diluted in order to satisfy those who think reporting is ‘gesture politics’ [Wolf, July 2015], or strengthened in response to those who want to prompt a deeper understanding of the gender pay gap?  The recent inclusion of bonus payments in the original proposals [Cameron, Morgan, October 2015] may suggest the latter.
